Government Procurement Policy Board – Technical Support Office (GPPB-TSO) Executive Director (ED) V Rowena Candice M. Ruiz empowers women public servants by enhancing their competitiveness and providing entry points for inclusive public procurement through her many reform initiatives.

A lawyer by profession, having attained her law degree from San Beda College of Law and her Master of Laws degree from the University of London with Merit award, ED Weng calls on her fellow women in public service to “continue on building a change pathway for public reform initiatives and make our voice resonate even louder across the bureaucracy.”

Before assuming the position of an ED, she worked at the Department of Budget and Management for more than a decade where she last held the position of Director for Legal Service. 

ED Ruiz is a recipient of the prestigious Chevening Awards in CY 2017. Since her assumption as ED of GPPB-TSO in October 2018, she has been awarded with a handful of Outstanding Resource Speaker awards and in CY 2020, was recognized as a Thriving Leader under Digital Learning. Then in CY 2021, she was  recognized by GovInsider Asia as one of the women across the world in GovTech who continues to transform the public sector through technology.
