In order to promote transparency and efficiency, alongside the use of information and communications technology in the conduct of end-to-end procurement activities, the Government Procurement Policy Board (GPPB) issued Resolution No. 21-2021 which approved the Proposed Electronic Bidding (E-Bidding) Guidelines for the pilot implementation of the E-Bidding facility under the Modernized Philippine Government Electronic Procurement System (mPhilGEPS) starting December 2021.

With the issuance of the said Resolution, the Municipality of Bayambang and the Polytechnic University of the Philippines were included as pilot agencies for the E-Bidding facility under the mPhilGEPS, in addition to the Department of Budget and Management (DBM), the Department of Public Works and Highways, the Government Procurement Policy Board-Technical Support Office, the Procurement Service-DBM, and the City of Pasig.

Moreover, the Pilot Agencies are allowed to select which of their Procurement Projects they will use during the pilot implementation of the E-Bidding facility under the mPhilGEPS. Likewise, the Pilot Agencies, contractors, manufacturers, suppliers, distributors, consultants, and Observers shall also undergo in-depth training and capacity development interventions conducted by the Philippine Government Electronic Procurement System (PhilGEPS). The Pilot Agencies shall also submit their official monthly report to the PhilGEPS and shall copy furnish the GPPB-TSO.

Further, to ensure the efficient and timely implementation of the mPhilGEPS, the GPPB directed the PhilGEPS to make the necessary changes in the mPhilGEPS and the Revised E-Bidding Guidelines, submit a report, including its proposed amendment to the E-Bidding Guidelines and transition plan, to the GPPB within two (2) weeks after the pilot implementation, and oversee the training and capacity development interventions for the procuring entities, Observers, and bidders.
