Limited Source Bidding, also known as selective bidding, is a procurement method that ensures the selection of suppliers or consultants with proven experience and capability. Under the Government Procurement Reform Act (GPRA) or Republic Act No. 9184, this method is employed for procuring highly specialized goods and consulting services, such as sophisticated defense equipment or complex air navigation systems, where only a few suppliers are available. It is also used for major plant components to maintain uniform quality and performance. This approach helps in achieving the best possible outcomes by inviting only pre-selected, qualified bidders.

The New Government Procurement Act (NGPA) or Republic Act No. 12009 builds upon the principles of RA 9184 but introduces an additional condition for highly specialized infrastructure projects that involve and affect national security. This ensures that such critical projects are handled by the most capable and experienced suppliers or consultants, thereby maintaining high standards of quality and security. By including this provision, RA 12009 emphasizes the importance of national security in procurement processes, ensuring that only the most reliable and qualified entities are considered for these sensitive projects.

While both RA 9184 and RA 12009 aim to ensure quality and performance through selective bidding, RA 12009 expands the scope to include infrastructure projects critical to national security. This highlights the evolving nature of procurement laws to address specific needs and challenges, ensuring that government projects are executed with the highest standards of quality and security.
