The New Government Procurement Act (NGPA) or Republic Act 12009 introduced a new strategic planning and collaborative approach in purchasing goods and services to ensure greater savings in government spending.

Section 17 of the NGPA encourages Procuring Entities to consider the advantages of pooled procurement mechanisms as a procurement strategy by collaborating and consolidating their requirements into a single, joint, bulk, or group procurement to achieve greater value for money and procurement efficiency through demand aggregation, improve quality standards by combining technical capacity, and to increase availability and secure sustainability of supplies.

Utilizing the pooled procurement strategy will result in lower prices due to bulk purchasing of the Procuring Entities leading to economies of scale and improved bargaining power.
