Quezon City, Philippines, October 4, 2024 – The Anti-Red Tape Authority (ARTA) conducted a successful examination of the Government Procurement Policy Board – Technical Support Office (GPPB-TSO) to assess its compliance with the Ease of Doing Business and Efficient Government Service Delivery Act of 2018. This examination is part of ARTA’s ongoing efforts to ensure that government agencies adhere to the principles of integrity, accountability, and efficient service delivery as mandated by the Act.

The Ease of Doing Business Act aims to promote integrity, accountability, and proper management of public affairs and property. It establishes effective practices to ensure the efficient turnaround of government services and prevent graft and corruption. The Act underscores the importance of honesty and responsibility among public officials and employees and mandates transparency in government transactions. This includes adopting simplified requirements and procedures to reduce red tape and expedite both business and non-business-related transactions.

During the examination, ARTA assessed the efficiency of GPPB-TSO’s processes, adherence to regulatory timelines, and overall effectiveness of its customer-facing services. The GPPB-TSO was commended for meeting several key regulatory requirements and automation efforts, including the proper posting of its Citizen’s Charter on the website; submission of the Certificate of Compliance, Client Satisfaction Measurement Report, Office Order on the establishment of the Committee on Anti-Red Tape (CART), Zero Backlog Report, and Initial Whole-of-Government Reengineering Plan; updated Anti-Fixing Materials; and adoption of the Harmonized Client Satisfaction Measurement Report.

In addition to these commendations, ARTA provided several recommendations to further enhance GPPB-TSO’s transparency and service delivery. The successful examination has reinforced GPPB-TSO’s commitment to better public service, demonstrating that together, we can achieve efficient and transparent governance.
