The New Government Procurement Reform Act (NGPA) or Republic Act No. 12009 underscores the importance of Inclusive Procurement Programs, which aim to create opportunities for marginalized sectors, including microenterprises, social enterprises, and startups. The primary objective is to enhance participation and promote fairness in procurement activities while recognizing gender and ethnic equity, poverty reduction, and adherence to labor standards by providing them practical support, such as curating specific capacity development programs for these sectors. 

This initiative also aims to: 

Empower Small and Micro Businesses: Providing opportunities and resources to help them competitive in the market. 

Support Startups: Offering guidance and support to innovative new businesses. 

Promote Gender Parity: Ensuring fairness in procurement opportunities for all genders in procurement processes. 

Implement Gender-Responsive Approaches: Addressing the unique needs and challenges faced by different genders. 

Section 75 of the NGPA institutionalizes Inclusive Procurement to provide equal opportunities to vulnerable and marginalized sectors, as well as microenterprises, social enterprises, and startups, procuring entities shall encourage the active participation of these registered sectors in all procurement activities. Emphasis shall be placed on inclusivity in programs involving gender and ethnic equity, poverty reduction, and respect for fundamental labor standards. This program shall likewise be considered by the procuring entity when an appropriation law earmarks funds for projects specifically contracted out to any of these sectors. 

The Government Procurement Policy Board is in the process of developing policies to promote fair competition, with a strong emphasis on gender parity and social inclusion in all procurement activities related to goods, infrastructure, and consulting services. This act ensures a more gender-responsive and inclusive approach to public procurement, encompassing all stages from planning to contract implementation.
