The Philippine Development Plan (PDP) 2023-2028: Economic Transformation for a Prosperous, Inclusive, and Resilient Society aims to strengthen job creation and accelerate poverty reduction by steering the economy back on a high-growth path. Sustainable procurement plays a crucial role in this plan by promoting green growth, enhancing resource efficiency, and fostering innovation. By integrating sustainability into procurement processes, we contribute to the overall achievement of the plan’s goals, ensuring inclusive and sustainable development for all Filipinos. Additionally, the Climate Change Commission (CCC) of the Philippines envisions a climate-resilient and climate-smart nation with highly adaptive communities.

Aligning our procurement practices with sustainability goals, the New Government Procurement Act (NGPA) or Republic Act No. 12009 institutionalizes sustainable public procurement principles and practices to embed economic, environmental, and social considerations in the design and implementation of procurement projects. The NGPA ensures that government projects not only meet the needs of the PE but also contribute positively to the long-term well-being of society and the environment. The law also recognizes that the impacts of procurement decisions extend far beyond the initial purchase.
