The New Government Procurement Act (NGPA) or Republic Act No. 12009 adopted a whole-government- approach framework to maximize government resources in the most impactful and efficient way across government agencies by sharing of information through an integrated database.

Section 23 of the NGPA authorizes the Government Procurement Policy Board (GPPB) to develop a framework for the interconnectivity of government databases to provide the procuring entities access to an interconnected database of ongoing projects, licenses, permits, and other relevant information for efficient evaluation of bids.

Under NGPA, the interconnected databases include:

1. PhilGEPS and the Government of the Philippines Official Merchants Registry (GOP-OMR)

2. Department of Trade and Industry’s (DTI) business registration and project records

3. Construction Industry Authority of the Philippines (CIAP) and Philippine Contractors’ Assessment Board (PCAB) for contractor licensing

4. Local Government Units (LGUs) on permits and licenses

5. Bureau of Internal Revenue (BIR) on tax returns and clearances

6. Securities and Exchange Commission (SEC) and Cooperative Development Authority (CDA) on enterprise registration and ownership information

7. Insurance Commission (IC) on surety companies, and procuring entities with electronic procurement systems.

The GPPB shall coordinate with the Department of Information and Communications Technology, Procuremenrlt Service of the Department of Budget and Management, DTI, CIAP, LGUs, BIR, SEC, CDA, IC, and other relevant  agencies for the implementation of this initiative and to ensure that the data sharing of information between and among government agencies and instrumentalities shall protect trade secrets and promote competition.
