In our shared commitment to prudent governance, fiscal responsibility, and transparent community management, the Government Procurement Policy Board (GPPB) has issued Resolution No. 11-2023, approving Circular 01-2023 dated 15 September 2023 on the conduct of procurement activities during the election period for the 2023 Barangay and Sangguniang Kabataan (SK) Elections scheduled on 30 October 2023.

The said Circular is issued to provide guidance to Procuring Entities (PEs) under all Departments, Bureaus, Offices, and Agencies of the National Government, including State Universities and Colleges, Government-Owned and/or Controlled Corporations, Government Financial Institutions, and Local Government Units, on the conduct of procurement activities during the upcoming election. The Circular clearly provides the activities prohibited during the election and the procurement projects that can be undertaken.

This emphasizes that the election ban aims not to paralyze government operations but to safeguard government procurement from political influences, particularly those involving new projects designed to sway public opinion, during the upcoming Barangay and SK Elections.
